    "content": "Education tends to prioritize primary and secondary school institutions, ignoring this other cadre. During public participation done recently on a Bill by Sen. Crystal Asige, the chairpersons of these institutions brought to our attention that the top up to learners with disability in these special needs institutions is less than Kshs2,500 per disabled learner. They also mentioned that all of them are treated equally, whether blind or lame. They all get an equal treatment. Cabinet Secretary, please, highlight why this is happening."
