    "content": "The Ministry is seeking the requisite budgetary allocation in order to purchase more vehicles for the remaining sub-counties. Indeed, other parts of the country also facing the similar shortages. Part (c) of the question, the payment of hardship allowance is done automatically once an area is classified as a hardship area. The classification is done by the Ministry of Public Service and Human Capital Development. The areas of the county that are currently classified as hardship zones are indicated in Legal Notice No.534 of 1997 and provided as Annex No.4. Tharaka South and Tharaka North sub-counties are not classified as hardship areas at the moment.
