    "content": "Thank you, Mr. Deputy Speaker, Sir. The issue of bursaries is very important. I thank the Government of Kenya of His Excellency William Samoei Ruto, for the many things that are happening in the education sector, particularly in the answer that the Cabinet Secretary gave about the Elimu Scholarship that the Ministry runs. We have seen figures there. However, could the Cabinet Secretary kindly tell us the criterion the Ministry uses to identify the learners that benefit from the Elimu Scholarship? Looking at the year 2020, for example very quickly and I know that we do not have time, if you divide the number of learners that have benefited from these scholarships, it was supposed to be about Kshs112 million, if it was uniformly distributed. However, the question is, how do they identify the learners that benefit from the Elimu Scholarship? I thank you."
