"content": " Hon. Senators, we have to understand one thing. As Senators and as legislators, we have heard clearly what the Cabinet Secretary has said in terms of the Elimu Fund. If we have an issue with it, then, it is for us, as the Senate and legislators, to take legal redress and address that issue. So, as far as the Cabinet Secretary is concerned, he has given the position of the Ministry. For the TSC, he was also very clear. The mandate for the welfare, recruitment, and training of teachers is the mandate of the TSC. So, at this point, Senators, I will have to leave this matter at that and proceed to the next question.
