George Mbugua, in the Financial Year 2024/2025 at the Primary School Level, Kshs166.9 million was allocated as free primary education capitation to the 117,565 special needs education learners in Primary Schools. In addition, Kshs270.3 million was allocated as a top-up on the free Primary Education capitation to the 117,565 special needs learners at the rate of Kshs2,300 per learner.
