I rise pursuant to the provisions of Standing Order No.53(1) to seek a Statement from the Standing Committee on Devolution and Intergovernmental Relations regarding various issues pertaining to administrators, village councils and programme officers. Cognizant of the roles of administrators and village councils as set out by the County Government's Act No. 17 of 2012, Sections 50, 51, 52, and 53 to coordinate, manage, and supervise the general administrative functions, such as service delivery, provision, and maintenance of infrastructure, and facilities of public service, among others; Acknowledging that Article 174(d) and the Fourth Schedule, Part 214 of the Constitution of Kenya 2010, recognizes the right of communities to manage their own affairs and to further their development as one of the key objects of devolution, where counties are to ensure and coordinate the participation of communities in governance at the local level; The electronic version of the Senate Hansard Report is for information purposes only.A certified version of this Report can be obtained from the Director, Hansard and Audio Services,Senate."
