    "content": "The Committee further noted the need for most of the county executives to develop and implement affirmative action programmes such as succession planning as part of their human resource policy to ensure that the youth access employment in line with Article 55(c) of the Constitution. Regarding ethnicity, the Committee observed that the majority of the county executive have more than a third of its staff from the dominant ethnic community in the county. The Committee observed that some county executives justified having more than one third of their staff from the same ethnic community by considering sub-tribes within the Kalenjin, Somali, Mijikenda communities as distinct groups. Notably, governors acknowledged the political consideration influenced by hiring decisions, particularly for senior staff positions."
