    "content": "The Committee observed the need for all the county executives to consider the appointment of persons with disabilities as county executive members and chief officers without undue reliance on their fair competition or merit in line with Section 10 of the Public Service Values and Principles Act. The Committee observed that some county executives did not have representation of the minorities, marginalised groups and communities envisaged under Article 27(6) of the Constitution."
