    "content": "The Committee further observed that Section 35 of the County Government Act prohibits the county assembly from approving nomination for appointment of the executive committee if they do not consider minorities, marginalised groups and communities. In addition, all county governments must ensure compliance with Article 56(C) of the Constitution as read with Section 35 of the County Government Act when nominating and appointing county executive committee members."
