    "content": "Finally, congestion in our prisons is an issue of concern. Some of the people who are filling our prisons are prisoners on death row. These people are kept in the cells at the expense of the society. They do not contribute to the welfare of this nation. Is it not time the relevant section of the law was reviewed so that instead of having these people on death row, their sentences are commutted to life imprisonment? That way, they could be used to generate something for the Exchequer. With those few remarks, I beg to second the Motion."
