"content": " Thank you, Hon. Temporary Speaker, for giving me this opportunity to contribute. At the outset, I oppose this Motion. I believe firmly that it was founded on malice rather than facts. There is no computation of what is required to roll out free basic education in this country. The education sector has too many problems that have not been highlighted. I believe it is malicious to bring more problems to it. County governments do not have bursary funds. They have coined names like enhancement and retention funds to make sure that they subsidise what is being given by NG- CDF, which is anchored in law to give bursaries. We can do away with NGAAF and whatever else is given by county governments. If you now tell them to channel the money to the Ministry of Education, what will they do because they do not have a kitty? Their mandate is only to fund and manage ECD centres and village polytechnics. Therefore, they do not have a role in this, since education is a national function. When you talk about money that is in county governments, I believe those are misplaced funds because they are not there. The new funding model in the universities is giving this Government a headache. The Social Health Authority (SHA) and other issues that have been introduced need to be ironed out. I believe that this Motion should not see the light of day. It should die because it is not geared to help this country, but to put the education sector into a deeper hole than it is in today.
