    "content": " Thank you, Hon. Temporary Speaker. From the outset, I oppose this Motion. We should not do reverse logistics when we need more funding on the ground. If you look at the bursaries given by counties, they do not reach the people. As a House, we should think of devolving for example, Ksh1 billion or more to every constituency so that we can ensure that every kid in this Republic goes to school. Thank you."
