    "content": "However, it is wrong when it goes beyond 70 per cent. Even if it is a coastal community or a Homa Bay based institution, 70 per cent should be the local community while 30 per cent are people from other communities. That is how we even develop our children as truly global and Kenyan communities. Right now, because of devolution, it is unfortunate that I can go to counties where they speak only one language. I do not know why counties think they are exempt, but they are not. Even counties must follow the one-third rule."
