Deputy Speaker, I rise on Standing Order 38(2), which states that the Order Paper shall be published on the Parliamentary Website and shall be made available to Members, at least, twelve hours before the House meets but a Supplementary Order Paper shall be made available, at least, one hour before the House meets. Yesterday, the Leader of the Majority Party mentioned that there were Members who were not here to ask Questions but he was referring to an Order Paper that had already been supplanted by a Supplementary Order Paper. In the event that the Cabinet Secretary does not show up, as per his Statement, a supplementary order paper shall be issued. How then can he stand here and claim that Members are not in the House yet the Supplementary Order Paper had been amended to show that the Cabinet Secretary was not scheduled to answer the Questions? Therefore, it was completely out of order for the Leader of the Majority Party to read names based on an Order Paper that was not rightly before the House. This is because there was a Supplementary Order Paper. In my honest opinion, it is possible that Members who are not in the House at a particular time could be seated in the Members’ lounge."
