"content": " Hon. Deputy Speaker, I just need to set the record straight. As a leader, I would not wish to embarrass any Member. What I did yesterday was to remind Members on what we agreed in the leadership conference, which Hon. Mwenje attended. We agreed that we have an obligation to be in the House whether we have business on the Floor or not. In fact, our own Constitution and Standing Orders expect us to transact business in this House in an open and transparent manner for the benefit of members of the public. This is because we are accountable to the people who elected us. When we come to the House, we do not do so because of the television cameras. The cameras do not capture every corner of this Chamber and, therefore, one cannot tell whether you are in the House or not. As responsible leaders, you are expected to be in the House whether your constituents are watching you or not. You must be in the House to transact business because we are paid to do so. As much as we are no longer paid sitting allowances, we earn a salary to be in the House to legislate on behalf of our people and represent them. Therefore, no Member should take offence because I indicated who was scheduled to be in the House but was not. I wish there was a way we could even be making it known to the world which Members are not in the House at any particular time. Hon. Deputy Speaker, having sought your permission to leave for other businesses, I beg to leave now."
