    "content": "There was no scheme that was brought to this House. There was no approval of this House. So, all those leases are illegal. Anybody who is holding ADC land under lease is actually somebody who has committed a crime. That is the position in law. So, when you do the investigations, be very clear. Tell us when the privatisation plan was approved by this House for the leasing of ADC land. The same applies even to the land at the University of Nairobi and Moi University. We need to be very clear instead of abetting all those crimes against our university."
