However, neighbouring countries have been patrolling Kenyan waters and governing Kenyan land. That is a matter that is known by almost all Kenyans in this country. Could the Minister confirm to this House if that is not enough security concern to warrant the establishment of a naval base in the Lake Victoria region?"
