    "content": "Firstly, the Committee recommends that all public agencies must comply with the constitutional provision on equality and inclusiveness as buttressed by the National Cohesion and Integration Act No. 12 of 2008. The Committee also recommends amending the TVET Act, 2013 to grant those institutions the authority to engage with the Public Service Commission during the hiring process of the 50 per cent that is allocated to the board of governors."
