    "content": "I am also happy that the Parliamentary Service Commission (PSC) Commissioner and the Senate Majority Leader have moved this Bill well. I also know that at one point, you sat as a member of NADCO. The PSC Commissioner who is also a Senior Counsel is here today. I do not know whether he is aware that the catering services are supposed to be outsourced and food for Members of Parliament will be brought from outside. We do not know the security. I am told the person who is pushing the outsourcing of catering services is one of the members of the Parliamentary Service Commission (PSC), and we are watching keenly. We shall oppose such a move because we are the employees. Now that you have mentioned Francis Atwoli as a popular unionist, we might need his services in this Parliament. You cannot outsource our food or catering services to individuals who want to use us as guinea pigs in giving things.
