"content": "Thank you, Mr. Deputy Speaker, Sir. I also add my displeasure to the absence of the Cabinet Secretaries. If you remember, it is the Executive that requested to come to the House to answer Questions. It was not Parliament that initiated this particular issue. So, you can imagine a Cabinet Secretary such as Hon. Miano going to witness putting tracking devices on rhinos instead of sending the Director General of Kenya Wildlife Services (KWS) or the PS. This is a contempt of the highest order. Mr. Deputy Speaker, Sir, she needs to be censored or even impeached because she is terrible. Secondly, we wish the Cabinet Secretary (CS) in charge of the Ministry of Health a quick recovery. I was telling my colleague that, I hope that in the evening when we watch news, we are not going to see her in the news talking about the Social Health Authority (SHA) yet she is saying that she is indisposed. That would be serious contempt, because Kenyans are crying about SHA. People are not getting medical attention, especially in public hospitals, yet and the Ministry is in the habit of going around and lying to Kenyans that things are working. They are not working. She had a golden opportunity today to come and tell Kenyans what is ailing the implementation of SHA because there was nothing much to do. The National Health Insurance Fund (NHIF) did not have a lot of issues. They should have just done reorganization of the NHIF so that Kenyans can continue receiving medical cover as they used to. We have EduAfya and Linda Mama medical schemes, yet people cannot access them as we speak. So, as soon as she recovers, she needs to come here at the earliest opportunity to answer to Kenyans."
