    "content": "The justification is that the amendment is necessary to give effect to the proposed amendment under Section 26(1), which gives the Cabinet Secretary power to authorise the export or import of specific scrap metal. Section 26(1) is also amended to prohibit the export or import of scrap metal unless authorised by the Cabinet Secretary responsible for industrialisation. As such, the Committee proposes to allow the export or import of specific scrap metal for specific purposes. Thank you."
