    "content": " Actually, this cures the intention in the amendment of Section 11. Any action by the three—the Cabinet Secretary for Interior and National Administration, the Cabinet Secretary of National Treasury and Economic Planning, and the Council—will have to prescribe. Prescription in law means that there have to be regulations so that we can restrict it. Even this Parliament will have a say in determining the kind of metals to licence for importation or exportation. Thank you."
