Temporary Chairman, I beg to move: THAT, the Schedule to the Bill be amended in the proposed amendments to the Energy Act (Cap.314) by— (d) deleting the amendment proposed to section 20. Again, this is a bit of mischief. The EPRA sought to have levies collected by themselves not to be part of the Consolidated Fund. This money is used raw as Appropriations in Aid (A- in-A) making it difficult for Parliament to oversight the funds collected because they are not part of our budget."
