We have to go for proxy means-testing and do it the way it should be done. We can use the Community Health Promoters (CHPs) and even the chiefs and assistant chiefs. So far, at least, in my constituency, I have really not seen this thing working. That is exactly where the problem is. So, what has happened now is that because we have gone up in terms of payment, employees who are paying a lot more are covering up. What about those who are self-employed and have not enrolled and we do not know how much they enrolled for? When we tested this in Eldoret... One can be registered, yet has not paid. However, if one is in a hurry, we are saying that one can go and get the service. So, if one is registered and gets the service, but has not paid, what will encourage such a person to pay? We have problems and the system we have put in place affects everything from registration, premium determination, payment of premiums and the benefit package which went up because we are expecting more money. In the Primary Care Fund and the Emergency Fund, we were expecting Ksh75 billion. We have done Ksh4 billion and Ksh2 billion as my colleague said. The benefit package we provided for was based on that. If that has not come and we are giving services, where is the money coming from? If we do not do it and it is working efficiently, what is going to happen is that, very soon, we are going to run short of money because we have not got that Fund and we have not enrolled self-employed people. We have not even identified the indigents. But, because we want things to look good, we haveā¦"
