    "content": "Mr. Temporary Speaker, Sir, I thank you for giving me the opportunity to support the Bill and make several proposals to amend it, so that it fits the purpose. Listening to Sen. (Dr.) Oburu, one is made to understand the importance and the history of fundraising. Sen. (Dr.) Oburu Odinga has graphically explained or run us through how it all happened when it happened, and the parties that were involved. I believe that, based on the experience that he saw with the first president of this country and the experience that he has had over time, we cannot overstate the importance of Harambee's. As that is the position in terms of its importance, regulating, it is where the problem comes in. The Bill in itself has objectives that have been laid out, including a regulatory mechanism to ensure that at the national and county levels, we regulate how we conduct fundraisings, Harambee and appeals for whatever purpose.
