    "content": "Mr. Temporary Deputy Speaker, Sir, we should not only dwell on financial management. This is because you may understand financial management today, but we also want efficiency. We want things to be done quickly and services to be delivered promptly to the people. We cannot do that if we just say that we understand financial management but we do not have modern management techniques. It is very important that as we debate this Motion, we take into account all these aspects, particularly those to do with management as a whole."
