Although the penalties have been shown according to the specific provisions, it is my view that Clause 64 is like emphasising on the penalty. I do not know whether we can do some arbitration between the Chairman and Hon. Oundo to arrive at some middle ground so that the emphasis on Clause 64 is not trashed. It is also giving more sense to that issue."
