    "content": "Mr. Temporary Deputy Speaker, Sir, once appointments are made on merit and after people are well trained, the only aspect that we will deal with will be retraining. However, if appointment is not on merit, then we do not even know how to classify the people you will train. I remember when I was doing a Masters programme in the United Kingdom, the lecturer just wanted to know the level of mathematics we could start with because we came from all over the world. He gave us the Algebra that we were doing in Form Three. Some people who came to do the course but who had not done that sum spent a lot of time trying to prove that A + B is equal to 0 and A + C is equal to this and that. They took a lot of time and yet the professor only wanted to see where we could start. Because they did not understand this sum and they were doing a Masters programme, they were supposed to do more. It would be easier even to classify people when we take them for training if the appointment is done on merit. Mr. Temporary Deputy Speaker, Sir, we have looked at the politics in this country.
