    "content": "management of a country is extremely important. So, Ministers should understand the very basics of economics. They should understand how the economy performs, critical issues of inflation and unemployment because these are the main issues which affect Kenyans. They should also understand how the economy is rated in terms of the Gross Domestic Product (GDP) and Per capita income. This is because there are people who may not understand some of these things. Mr. Temporary Deputy Speaker, Sir, there are also issues of diplomacy. We should know how the diplomatic field operates. Diplomacy is important because without it, the management of Government affairs cannot function very well. When we talk about financial management, we should also be told that when you go to a Ministry and realise that it takes forever for a voucher to be signed to become a cheque--- You cannot understand why the process should take a week or so. We should understand this so that we even shorten the period. I congratulate a Minister who was appointed to the Ministry of Roads and found 22 signatures on a voucher before anything could be done. He reduced them to 12. I think this is extremely imperative and this seminar is important to all of us."
