    "content": "Mr. Temporary Deputy Speaker, Sir, when you look at the evolution of development policies in this country, right from the time of Sessional Paper No.2, the District Focus for Rural Development Strategy, the initiative of the rural development fund, rural enterprise fund, the structural adjustment programmes and the retrenchment policy that came in, when quite a number of civil servants were retrenched to the extent that right now we do not have senior officers--- We have a shortage of senior officers at the upper echelons, and that is why some people are coming up with the policy that the retirement age should be raised to 60 years, a policy that most youthful Kenyans do not want. So, we should understand some of these things."
