    "content": "They are the ones who allow the books to be cooked and the wrong officials to hold office and so on. Therefore, it is not about the qualifications, but the guidelines that we shall give. I know that immediately after this Bill passes and becomes an Act of Parliament, we will develop regulations and guidelines on how that can be monitored to ensure that, that problem does not happen. That, they have a good database of shareholders. With the technology we now have, they can register them biometrically like the Independent Electoral and Boundaries Commission (IEBC) does. They can borrow IEBC’s equipment and register them so that they are able to have a confirmed list of shareholders. That way, they can vote through the same system.
