    "content": " We seem to be going around in circles, and as Hon. Gichimu had said, we already have a defunct association in respect of that clause. Why can we not engage sideways and re-commit that particular clause? Let us go and apply our minds over the weekend and, when we come back on Tuesday, we will allow the procedures as they are supposed to and re-commit them. He persuaded me to drop my amendment, but I genuinely believe an effective board requires some level of education and experience for it to be effective."
