    "content": "functions of the Ministry. A good example is the Ministries that were created. There is the Ministry of Public Health and Sanitation and that of Medical Services. The responsibilities of those Ministries overlap. So, the Minister for Medical Services does not know his boundaries and the same applies to the Minister for Public Health and Sanitation. That is why there are contradictory issues arising. So, Ministers need to be trained even if it means for a month or so. That is necessary so that we can have good leadership and provide services to Kenyans."
