    "content": " Clause 11(m). It states: \"Conduct surveillance and enforce compliance with relevant policy standards and legislation of the coffee sector.\" That opens up for everyone else. We need to remember that KEBS is the custodian of the standards in this country. Anyone who is doing a standard must consult KEBS, even when one is coming up with the nomenclature of a particular standard. We cannot say any institution from anywhere will come and develop standards without consultations. Thus, the Bill prescribes consultation. It does not say 'as approved by KEBS.' Consultation can also lead to an annulation of a standard. I do not know why my respected friend is not comfortable."
