As we charge these Ministers and Assistant Ministers with the responsibility of managing both the finances and human capital in their dockets, they must be trained. We must give them some capacity building. We must make sure that we develop their competencies, so that they can actually provide leadership. We give them responsibilities and charge them with a lot of resources, but the bottom line is: Are they able to discharge these duties? Are they able to actually deliver"
