Apparently, Mr. Temporary Deputy Speaker, Sir, it is true that we have been passing such Motions. I want to challenge Back Benchers who are going to be in the Committee of Implementation. We are passing this Motion. I do not believe that the Government is extremely busy dealing with other issues that are relevant to its mandate. But I would request the Committee of Implementation under Standing Order No.198 to follow up on those Motions for implementation. Mr. Temporary Deputy Speaker, Sir, it does not really look nice for a family to wash its dirty linen in public. You have seen it happening in this House where the Assistant Minister does not know what the Minister is doing. The Permanent Secretary does his things while the Minister does not understand what he is doing. There are some Permanent Secretaries who have, indeed, drafted documents for the Minister to sign on the dotted lines and the consequence is that the country loses billions of shillings! I think we need to bring everybody up to speed to understand what they are signing and why they are signing. Mr. Temporary Deputy Speaker, Sir, how do we assign roles? As I said earlier, it is important that on every commencement of every Parliament--- I think there is a proposal to bring our CVs and post them on the website for the appointing authority. It does not matter, really, how much you like me as your brother. As the appointing authority, please, give me what I can be able to carry as a Minister responsible. Once again, let us follow up on the issue of responsibility and implementation."
