    "content": "Mr. Temporary Deputy Speaker, Sir, the Government is a big animal. Anybody coming from any quarter--- Maybe, somebody has been appointed, having been in a particular profession or, maybe, in the private sector. But when you come to the Government, it is a big animal! To be able to understand and look neat, even in the international fora, as one of the speakers said, it is really something that should give the country a good image. Perhaps, when we go out there, some of us may not be able to visit those countries and be served in the high table. It is quite an embarrassment! It does happen and you know that 70 per cent of us remain home after every election! The 70 per cent must be polished so that we can grow together and have synergy and a thought process that is going to benefit this nation. Mr. Temporary Deputy Speaker, Sir, it is also important to have a benchmark for Ministers who are being appointed. What am I supposed to deliver quarterly? I do not approve of the statement that we need to have exams every six months for Members of Parliament and Ministers. I think we can have a refresher course quarterly for every hon. Member or Minister to present and table his efficiencies and inefficiencies. Again, we also need to stop wastage in terms of our expenditure processes. That is where we are going to merge and check who is using funds properly. It could be a learning process and also an evaluation process which is going to help all of us grow together so that we can minimize the squabbles.
