    "content": "internationally makes us look very bad. In a Government that is supposed to be one, we have two delegations out there in the United Nations (UN). Suppose one team is left out? It would look terrible! Once the country is discredited, it is not those who went but all of us. When you go to international conferences, they will know that you come from Kenya. They will: “Yes. Those people do not do what they say. They do not mean what they say.” So, we need to grow together and move this country forward. Mr. Temporary Deputy Speaker, Sir, processes and programs need to be put together in terms of what the mandate of each Ministry is. Ministers usually have the blue book where their mandate is printed. Really, that is not enough to guide them, unless whatever training they have has--- Unless you are really an exceptional human being who can run everything. All of us have got various professions. Let us place people where they belong. Mr. Temporary Deputy Speaker, Sir, on the issue of graft, if we know the track records of Members of Parliament who are being appointed as Ministers, and then look at the technical and managerial skills that they have, we can limit the issues of conflict of interest and squabbles in their Ministries. Managerial skills can be inculcated in them so that they can run bigger institutions like the Government. They need to learn those tricks so that they can build teams for the well being of this nation. You know, Mr. Temporary Deputy Speaker, Sir, the only problem with us is that we look at Kenya or the Government as any other body. But the Government should be viewed as a company incorporated. We must improve the social well-being of the people using the taxes that they remit to the Government. That is critical! That should be our benchmark! Let us tell Ministers and parliamentarians to give us benchmarks. We need you to present policies and Cabinet Papers that give Kenya so much per capita income by the end of two years. That is how we can be measured because we do not have strict benchmarks of measurement. That is going to come from the Committee that is going to draft the training schemes. If it can be linked up with a small legislation again--- This is a proposal. It was done by word of mouth and there are very few gentlemen left in the club of gentlemen. It has to be linked up with some bit of legislation so that we can compel the Government to follow what we are doing. Mr. Temporary Deputy Speaker, Sir, there is nobody who has the monopoly of knowledge. All of us are learners and we are willing to learn. Learning is a continuous process. If you claim to know, please, find out. You may not know what you think you know. With those few remarks, Mr. Temporary Deputy Speaker, Sir, I beg to support."
