    "content": "There is a land that we want to live in. Whether the President is Mr. Omingo, Dr. Khalwale, Mr. Mututho or any other hon. Member, there is a land we want to live in where Cabinet Ministers will function efficiently. They will also work according to the responsibilities they are given. There is that land we want to go to, where Cabinet Ministers will be different from what we see today. Today, even when the President is shown on television with the Ministers he appointed, you will find that they do not even have laptops. It is a shame! They look like the Cabinet of the late Mzee Jomo Kenyatta in the 21st Century. Some of the Cabinet Ministers do not even have computer literacy. What kind of capacity do we have in our Ministers? We want a properly functional Cabinet, and we want to see it functioning properly."
