    "content": "Hon. Speaker, let me respond to the questions that have been asked by Hon. Omboko as follows: Paragraph 5 of the Third Schedule of the Basic Education Act, 2013 provides that there shall be established a National Parents Associations, County Parents Associations and Sub- County Parents Associations, elected by parents’ associations from schools through a delegate system. Just like other registered associations, the National Parents Association is guided by its own constitution. The Association does not require the authorisation of the Ministry of Education to hold elections at the county and sub-county levels. The constitution of the Association provides for the conduct of elections of its officials. As a Ministry, we are available, upon request, to provide any facilitative support to the extent possible, to enable the association to undertake free, fair and transparent elections in accordance with their constitutions."
