At the outset, I wish to state that there are different allowance schemes for teachers who are employed by the TSC and technical trainers who are part of the national Public Service. The current designation of hardship areas for the national Public Service is set out in the circular by the Chief of Staff and Head of Public Service, dated 7th December 2015, under Reference OB/CABS.1.31A. A copy of that circular is annexed as Annexure 5. The area where Yatta Technical Vocational College is located is not among the designated areas or hardship areas. On the other hand, Legal Notice No.534 of 1997 under the Teachers Service Commission Act includes Yatta Division as a hardship area. A copy of the legal notice is also provided as Annexure 6. We are working with the relevant Government agencies, under the leadership of the Ministry of Public Service and Human Capital Development, to streamline the framework on payment of hardship allowance. We have taken note to highlight those discrepancies to the Ministry of Public Service and Human Development for appropriate action. I submit."
