    "content": "I also want to follow up on an earlier matter that is quite serious. We need your indulgence. The Cabinet Secretary mentioned in his Statement that universities are insolvent. Those of us with financial background cannot allow that to go on record. It will have serious repercussions on universities. I want to plead with you – if it is possible – that we allow the Cabinet Secretary to retain technical insolvency rather than confirming that universities are insolvent. That will have serious implications."
