    "content": "Yes, Madam Waziri, I want to ask a question related to the issue of compensation for the land that has been acquired by the Government for various projects. There are several residents of the County of Nyamira whose land was compulsorily acquired to construct Chebilat-Ikonge-Chabera Road. They have been waiting for compensation for quite a long time. Could the Ministry tell us what is causing the delay in compensating those residents of the great County of Nyamira? Related to the issues of land also is the rollout of this programme of digitization and conversion of titles to e-titles. This rollout is causing several problems for many Kenyans, especially those who are illiterate and poor, those who do not have phones to e- mail in our rural areas. Is the Government, through you, going to do a system that addresses the vulnerable Kenyans? A number of them have been conned. This is because for you to do that conversion, you have to go to a cyber, get someone to assist you to log the details into a phone and you are not able to read. I know we are trying to benchmark on what is happening from other developed countries. However, what are we putting in place to protect the vulnerable Kenyans? Some of them come from where the hon. Temporary Speaker comes from. They are not able to read and do not have phones that can log into the email and the likes. Finally, there is the issue of corruption within the Ministry, especially the Land Control Board (LCB). Most Kenyans doing transactions for sale of land are forced to pay up to Kshs20,000 or 30,000 before the LCB can issue them with consent to pay the charge or transfer, without issuance of any official receipts. Madam Waziri, do you think the LCB is serving us well? What measures can you put in place to curb the corruption within the LCB committees? I thank you."
