    "content": "Mr. Speaker, Sir, on the issue of refuse bin collection and sewer charges, I concur that some of the water companies collect refuse bin charges, but purely on behalf of the local authorities which offer the said services. The collected money is, in turn, remitted to them. The sewerage system in Mombasa Municipality covers about 30 per cent, whereas other areas use on-site sanitation. The water company only levies sewerage charges to consumers who are connected to the sewerage system and not to those on the on-site sanitation. Therefore, if there is any water consumer who is paying sewer charges and is not connected, he should report the matter to the management of the water companies in Mombasa for corrective measures."
