    "content": "But, Mr. Speaker, Sir, the Coast Water Services Board (CWSB) has been making profits since its inception and the Assistant Minister has said that, for the last ten years, the water rates have not been increased. We appreciate that, maybe, there is a reason for it to be increased. But in these hard economic times, and given that the CWSB itself was not running any losses, what justification was there to gazette new water rates, making the water more expensive at this time? Why could the Assistant Minister not wait, at least, for one or two years for the economic situation to improve? It is like the Government is becoming insensitive to the plight of Kenyans! Thank you, Mr. Speaker, Sir."
