"content": " Thank you, Hon. Speaker. Pursuant to Standing Order 44(2)(c), I rise to request for a Statement from the Chairperson of the Departmental Committee on Agriculture and Livestock regarding the pressing challenges facing the cereal sub-sector, particularly the wheat growing areas in Narok, Laikipia, Nakuru, Meru and Uasin Gishu counties. To an extent, this also affects the maize growing areas. The cereal sub-sector is currently facing significant challenges that threaten food security and farmers’ livelihoods. On 2nd July 2024, the Agriculture and Food Authority (AFA) announced the annual agreed minimum price for the purchase of local wheat by millers in accordance with the local wheat purchase programme. Despite this, the millers have shown persistent non-compliance with the agreed purchase terms and only prices as low as Ksh4,500 per 90 Kg bag, against the AFA advisory of a minimum of Ksh5,300 and Ksh5,200 for grades 1 and 2 respectively. This agreement was reached with the Cereal Growers Association (CGA) and the Cereal Millers Association (CMA) brokered by AFA."
