That is why I decided to slow down and explain to him or the House that the President is aware that counties are struggling. Since they are struggling, we would expect a House that is mandated to come up with the Division of Revenue Act (DORA), which understands that we need to have service delivery at the counties, to increase the amount instead of reducing.
