    "content": "Clause 186B applies to the transfer of functions as provided for under Article 187 of the Constitution: the transfer of functions and powers between levels of Government, and Sections 24 to 26 of the Intergovernmental Relations Act. Section 24 transfers and delegates powers, functions and competencies. Section 25 deals with principles of transfer or delegation of powers, functions and competencies. Section 26 is on agreements on the transfer or delegation of powers, functions, or competencies. Members will agree that this is undoubtedly an essential aspect of devolution."
