    "content": "doing and for what reason. One of the amendments we recommend is the need for public participation in the transfer of functions. I confirm to my good friend, Hon. Wilberforce Oundo, that that is one of the recommendations the Committee made in the Report we tabled yesterday. The Committee recommends an amendment so that public participation becomes part and parcel of the transfer of functions. When counties feel that they need to transfer functions, it should not be a show of laziness where you want someone else to do your job. We also took time to explain to Kenyans. One of the challenges we had to deal with was the trust deficit in expenditure between Kenyans and the Executive. I dare say that part of the trust deficit is due to lack of understanding of the different functions performed by the national and county governments. There is also the excuse of the transfer of the equitable share of revenue to counties. In one of the counties, Kenyans lamented that there was no medicine in hospitals or that a project had not been done. And they were saying they have been told the national Government haijatuma pesa . We had to call the Cabinet Secretary for the National Treasury to tell us the amounts sent to counties. We had to seek the Governor of the Central Bank to find out the balances held in the accounts of the county. In the account of the county, there was more than Ksh500 million. It is a fact that the disbursement of money to counties for July, August, September, October and, I hope by now, November has been done. Therefore, there should not be an excuse why counties should not deliver services to Kenyans. My appeal to this honourable House is to support this Bill and the amendments the Committee will propose, which were developed after conducting very elaborate and extensive public participation across the country. With that, Hon. Temporary Speaker, I beg to support."
