    "content": "Member for Mosop, we will be, perhaps, doing a very dangerous thing if we decline to accept documents tabled by the Government. This document is supposed to be a debit which indicates that the account of the Ministry – the number of the account is given – was debited and the date is also given. We have an official stamp of the Ministry of Education from the cash office which states that on 10th October, 2011, the cash office paid Kshs590,000 to Kenya Commercial Bank Limited. So, we cannot get to a point where we discredit documents from the Government. If it turns out that, in fact, this document did not release payment, then we can hold the Assistant Minister to account for misleading the House by giving false information. As things stand now, I will treat this document as genuine because it comes from the Ministry of Education. It has the Ministry’s rubberstamp and it has a date on it. On that basis, I will admit this document and accept it as a true document, speaking for itself with regard to the contents thereof."
